Hello, I have received a confirmation of Permanent Residence of Canada however I am double vaccinated with Covaxin. Can I board a direct flight from Delhi to Toronto after giving the negative Covid Test at the Delhi airport? Please advice. Thank you.

Yes but you need to quarantine for 14 days when you arrive in Canada. Acceptable quarantine locations would be eg. a basement to yourself with a bathroom or Airbnb.
