Just wondering if the applications are being processed and reviewed at different Visa Offices or is this taking place somewhere centrally within Canada?

No one knows for sure because CIC hasn't made any noises on this front yet. But it appears that the entire processing happens largely in Ottawa with LVOs pulled in only where needed. Most likely, LVOs have been given the space they need to process the backlogs and Ottawa is handling EE entirely on their own.
