Country of residence for the Sponsor

Hi all, can anyone help me. I currently live in the UK and my fiancee is sponsoring me. She currently lives in Montreal. If we start the application process now, what will happen if a few months from now she comes to the UK to stay with me until the PR is approved? Do we have to start the process all over again? Would it be better to wait for her to come to the UK before applying in the first place? Any help would really be appreciated.
Also, can anyone tell me how recent the Police Certificate needs to have been issued?

If she is a citizen, doesn't matter. She should update her address and may be asked for information about her intent/plans to return to Canada but otherwise not an issue.

If she's a PR - 'short trips' abroad are okay but if she stays longer, app could be cancelled. There is no hard definition of short trips - generally held to be less than a month.
