Don't think it should affect an applicant if CIC receives an application before the cap has reached.

How did you come across that number? So even if I apply and the website says my cap has not been reached, my application can still be refused because they have a backlog of applications? very nervous right now ???

I disagree. If the application reaches CIC office and the cap for an occupation is not reached, they can't refuse to process it after they open an applicant's application and realize that they have filled the cap for an occupation.

"There is no guarantee that an application sent in now will fall within the cap by the time CIC receives it." So if you send it on time and after they open your application, the cap has reached they are supposed to process it because when you sent your application, the cap had not been reached (hope that makes sense).

You seem to be 'affirming the consequent'.

"There is no guarantee that an application sent in now will fall within the cap by the time CIC receives it."

does not translate to:

"If the cap has not been filled when CIC receives an application, there is a guarantee that the application will fall within the cap when CIC opens it".

Indeed, applications are processed in the order received, but the cap is for 12,000 "complete" applications. That is, applications that have been issued an AOR - which occurs after the application has been opened and processed by CIO.

I do agree with LPS. Also, I just checked it its around 5K. This info is updated weekly, we should be good for couple of months.

The 12000 capacity is expected to be reached in July.
What happens to applications submitted when capacity is reached?
Will these be placed on hold until November?
CEC eligibility criteria may be changed when the cap is reached.

If the cap is reached, they will stop taking applications and will be returned to applicant. Next batch opens in november 2014.

If the quota is full, CIC will not accept any more applications and will return application packages to applicants.
They will not be on hold and you would have to reapply. Immigrations rules are subject to changes and
We are yet to see how or if they are going to change it later this year

It depends on how fast you are sending the package. Normally it would take around 3-5 days. If you send your package tomorrow, you should get AOR before April 30th.

I don´t think they would cap B NOCs based on how fast the cap is reached this year. If there are so many aplicants it is because the market needs those workers and companies are contracting them... that is what I think (or hope to...)

I got mine about a month and a half after I mailed it
