When paying our fees, we skipped out on paying the right of permanent residence fee upfront because we didn't have the money at the time. I realized it might cause a delay, but I really had no other choice. In the approval letter it says that we will be contacted to make the payment at a later date.

My question is: could I make that payment before being contacted and send in the receipt or should I wait until asked?

You can do either. If you make the payment before being contacted, and you make it online submit a copy of the receipt to CPC-M via e-mail and they will update your file to reflect the payment. If you can do this before they ask you can save yourself the time it takes them to request it. :)

Oh that's nice....we can actually EMAIL the VO? Do we get automated replies, or do actual humans reply? May I know what their email address is? (We're going to apply through CPC Mississauga, which then will transfer the PR application to Singapore).

Also, can the immigration actually be reached by phone? I've tried calling 1-888-242‑2100 a few times, but I was never able to reach a real person...!!

They will only look at e-mails at CPC-M for very specific purposes - sponsorship withdrawal, change in personal circumstances, payments, etc - which have a material and timely impact on the application. Their e-mail address is in the "after you apply section" with links that set the subject for you for e-mail or plainly in the sponsor instruction manual.

You can reach out to the Singapore VO through the CIC website - I tend to prefer case specific enquiries. Link is off of http://www.cic.gc.ca/english/information/offices/missions/singapore.asp

You can speak with folks in the call centre. The challenge is that so many people call for minor issues (as reported here there's been folks that call multiple times a week for updates) that it has only gotten increasingly hard to reach them. Persistency will get you in the queue. Ultimately, it's a shared resource that will stay open only through joint responsibility - if applicants as a group overuse it it will go away (as the increasing restrictions from calling from abroad show).

So, I would ask that you do your part to make sure you only use these resources if really necessary.
 
Can you do the same thing if you have an inland application? I was able to find the email address for CPC-Mississauga, but not for CPC-Vegreville.
