Could I apply for a ITA (PR). When I am unemployed

I have a complicated situation. I have a level B job in Quebec. I know this is impossible to apply CEC in QC. I would like to apply PR after Two years work. I will move to other province at that time ( next year April) But my work permit will expired on July 2020. I am afraid that i will be unemployed, because I move to other place , not sure if I can get a job when they check my application . I also plan to continue my study( master) after July 2020, so I won’t be a worker, when they check my application. Dose this situation affect my application? Could I be unemployed or not worker when Government is processing my application.

1) There is no requirement to be employed under express entry, either when you submit your profile, or (If you get an ITA) you submit an application.
2) Under the CEC program - it is pass/fail - you either meet the requirements (based on PAST work experience), or you don't.
