My COPR city of destination is Ottawa because at first my husband (who is Canadian) and I planned to move back to Canada and live there. However, my husband couldn’t find a job in Ottawa or Toronto, but instead he received a job offer in Quebec .


My question is: Will it be okay if I land in Toronto to have my COPR signed there and then travel to Quebec afterwards? Also, which billing address for PR card should I provide — can it be an address in Quebec, or does it have to be in Ontario?

Yes this can be an issue he sponsored you to settle outside of Quebec. If you knew he could not find a job outside Quebec you should have changed to Quebec sponsorship. Is he already living and working in Quebec? Did he update his address to indicate he was living and working in Quebec and that’s where you would be settling? Not only could this be considered misrepresentation but you may also have difficulty securing RAMQ and other benefits if you choose to land and love directly in Quebec.

I would very much recommend you give them a non Quebec address for PR card mailing to avoid any potential issues with landing.

The issue is you haven’t landed yet so there was an opportunity to declare you were now planning on settling in Quebec.
