I've read in a couple different places that this is possible. That there is a number that can be called aside from the Call Center number (which is only for applicants inside Canada).

I've seen:

1-613-944-4000

Has anybody tried this and had success?

Try +1 613 944 4000 (for an agent: options 1,2,1,2,1 ... then 0 to skip the message)

Yeah it works, good luck getting a straight answer out of them though.

It might have worked at one point but doesn't seem to anymore.

I hit one for English and then 2 (like you said) for humanitarian services but then it just rings, there's no further options after that. :(
