Contact CIC from outside Canada

My wife missed her citizenship test as we are in Thailand and received notice to late. The help ph# (to reschedule) does not work outside Canada. There seams to be no other way to contact CIC?? Does any one know how we can contact CIC from Thailand ?? Thank you Brian
