Consulting firm charging unnecessary fees

I am in USA currently and last year I was thinking about migrating to Canada. One friend I have in Canada has a consulting firm and he was the one to suggest me to apply for canadian pr. I met him once and he asked me to take IELTS AND WES which I did. This year things changed for me which made me stay in USA for at least two more years. One day this friend asks for my documents and I gave him all. I did not ask why he needed all those information assuming he is keeping my information ready for future. Later I come to know that he has created a profile for me and asks for $925 CD. He tells me its fees for creating profile and consultation, lawyer. I told him I do not want to go forward with the application even if I am selected for now. I checked that theres no fee required for profile creation and the only consultation he has done is to tell me to take IELTS and WES. First he did not tell me he was creating my profile which I would have done myself easily. He did not tell me he is charging money for his consulting which he hasn't done btw and I do not need his service at all. He is a close friend so one or two advices he gave me I had no ides he was going to charge me as consulting. I do not understand for simple form filling why you need a lawyer(which i know he didn't use). The biggest thing which really makes me sad is he tried to do it without my consent without me telling him to do it.
 
Are you asking for suggestions about what should be your next course of action or you just sharing a sad incidence happened with you?
 
That is terrible. Did you send him scanned copies or did you surrender the original documents? If he only has scanned copies, you can probably still back out now.
 
anigdikar i think op doing both,, op i am sorry it happen to you, , but maybe you can do someting aboutr profile as they need representative to fill in,, did u sign contract with your friend a s i believe you didnt, ??

No contract signed. I was planning to do everything myself.

I told him that I wont be going forward with the application but still he tells me that i owe him that money for creating the profile thats what surprises me.
 
I am not sure we can help you here. That seems to be s personal problem between you and your friend. Clearly he messed up though, per your story

You said you didn't sign a contract. If there's nothing in writing, you don't owe him money. You owe him nothing, and while refusing to pay may cost you the friendship...how much of a loss will it be if he's trying to defraud you?
 
may i ask if i you Pay for your WES and ielts cert yourself too am i right ?? i,, believe you owe him Nothing sir
