I had reached out to a consultant for my Australia PR and signed a doc on letterhead for Australia PR however, I realized it will be difficult to get one and hence focused on Canada. I gave an initial amount of 500 CAD.

There is no official document that states we are doing Canada process. The consultant filed for our EE profile and later helped in submitting the file.

Now they are asking me 500 CAD for consolidating the documents. All the work was done by me and they just consolidated the files and asking for 500 CAD.

My question is can the consultants drag me to court? since the signed letter states, Australia and no contract was signed for Canada.
 
No they cannot.

Ask them for the username and password of the account. (GC Key), and tell them that you do not have the money to pay, so you do not need their services anymore.
If you have not received an ITA, then ask them to delete the profile (if they are not giving you access), and you make a new GC Key profile.

If you have received an ITA, and then they are creating issues, write to CIC with your EE and UCI number and highlight these issues, and wait for their response.

If your score is 440+, you can even withdraw your profile and start from fresh, you will get an ITA in the next draw for sure.
