My brother is metallurgical engineer and he has been working as Quality Manager in a plant construction company for the last 7 years in an american based multi national company in saudi arabia. My question is whether he can apply for FSWP against Construction Managers category???

Noone but your brother can figure this out. Go to http://www5.hrsdc.gc.ca/NOC/english/NOC/2011/OccupationIndex.aspx then search for the Contruction Manager in the quick search box at the left-bottom side of the page and thoroughly study what's written in the job description there. If your brother does the same or nearly the same, then he's eligible to apply under this NOC code.
