Confusion-Which visa office will process my husband's spouse file?

Hi everyone,
I am little confused with my situation here.

Me: I am living in Canada since Sept 2011. I got my PR in June 2014.
Fiance: My husband got Australian PR in 2014 and he went to AUS for 15 days and came back to New Delhi, India. He is in India right now and planning to move to AUS after our wedding in December this year.

I will apply for his Canadian PR in January. My question is which visa office will process his file; New Delhi or Australia?Huh

Could be either, the choice is entirely up to CIC if they use office based on citizenship (New Delhi) or residency (Sydney). You should prepare for either one being possible.
