Confusion-Which visa office will process my husband's spouse file?

Hi everyone,
I am little confused with my situation here.

Me: I am living in Canada since Sept 2011. I got my PR in June 2014.
Fiance: My husband got Australian PR in 2014 and he went to AUS for 15 days and came back to New Delhi, India. He is in India right now and planning to move to AUS after our wedding in December this year.

I will apply for his Canadian PR in January. My question is which visa office will process his file; New Delhi or Australia????

Please advise.

It depends on where you state his current address is at the time of application

no, the address the person puts in the application does not determine where the application will process. generally, it's based on the citizenship of the applicant, though we have seen cases where it will be processed based on legal residency for 12+ months in another country.

it is impossible for anyone to say for sure. CIC will decide where the application is sent and more likely than not, the OP will not know until CIC notifies them in the sponsor approval letter.
