Confusion over error in sending university transcripts

I had sent my university transcripts obtained from Sardar Patel University from where I did my bachelors course. WES has rejected stating following reason, "The document was not received from the institution or the appropriate examining body that awarded degree/diploma as required by WES. Instructions: Please arrange your academic documents to be sent directly to WES by the institution or examining body that awarded your degree/diploma."

There was an option given in WES that I can obtained sealed transcripts in a university sealed envelope and send it across to WES. I did same, as my university does not send the documents directly. I am confused as to what I did wrong.

Is Sardar Patel University the issuing body? Did you check the requirements for your home country? The envelope sent was sealed? or did you open it to add your diploma copy?

Yes, Sardar Patel University is issuing body. In my first attempt I had shared transcripts issued by my college affiliated with University; which was rejected by WES. So I went to University with transcripts. Registrar of University attested those transcripts, put stamp of University on back flap and sealed it. I did not open the sealed envelope, I took the sealed envelope put it into another one. Along with sealed envelope I also included photo copies of transcripts and main order page of WES in another envelope and sent it to WES. I also wrote WES order number on sealed envelope, photo copies of transcripts and main order page. Is there any thing wrong I did? How do I go from here to make WES accept my documents? They have accepted by MBA transcripts, MBA degree and Grad degree documents. Grad transcripts is only pain area.

For bachelors, marksheets need to be atttested in part. Couple years from college, couple from univ.

What was your graduation ? What does the instructions under the rejected marksheets in the email from Wes say?
