Confusion about PNP program across provinces

I need expert advice.

<snippet from CRS calculation tool>

1) Do you have a nomination certificate from a province or territory? (Yes/No)
2) Do you have a valid job offer supported by a Labour Market Impact Assessment? (Yes/No)

While calculating CRS points, I am confused with above 2 points. Are both the statements independent from each other while adding points to the CRS score or point no 1 is dependent on point no 2.
(Means If we have job offer for Canadian employer than only we get nomination?)
