Hi guys I need your suggestions regarding my situation.

Im july applicant applied for bowp and got open WP.
I quit my job in Jan and got placed in feb but in different
NOC and different designation....

My question is
do I need to inform CIc? ?
If I inform them will they be a question regarding change in
NOC and designation?
Or shall I wait till I get MR as july applicant getting it now??

I would recommend to keep it simple and adhere to the CIC rules. You must inform them of your job change. After you have obtained BOWP, you can work for any job without any NOC restrictions. Moreover, CIC will be judging your eligibility based on your experience prior to the day you applied under CEC. They will not consider any experience after that.
So, my 2 cents, do not worry and update them as soon as possible. You are good.

They dont care whether you chnage job or quit job n go on vacation..I dont think there is any reason to inform them...but even if you it doesnot matter

I don't think that's true. The AOR email explicitly says this:

Please inform the visa office of any changes in your application (e.g. birth or adoption of a child, marriage or common-law relationship, new occupation or employer, change of address, change of e-mail address, change of immigration representative, etc). Please include a letter identifying what the changes are and any relevant supporting documents. If your documents are not in English or French, send a notarized (certified) translation with a copy of the originals.

I think its best to keep them updated.

Agree. Keep them informed whether it matters or not.

I decided it's better to inform them and leave the rest to god wills.

But what all documents should I send them ?????

I would assume an explanation letter, and the copy of new job offer letter / joining letter.

No documents required. Just send an email with your new title, start date and name/location of the employer. That is all. Keep it short and simple.

Please inform the visa office of any changes in your application (e.g. birth or adoption of a child, marriage or common-law relationship, new occupation or employer, change of address, change of e-mail address, change of immigration representative, etc). So, I would say include any supporting documents as well.

So, I would say include any supporting documents as well.

Supporting documents are required only when they would affect the application. Birth, adoption, marriage, etc would do that. Change in employment status would not. When I changed jobs I sent a simple email and they replied couple of days later with "Thank you, this information has been added to your file." with no further updates.

I don't think they review the documents when you email / mail it to them. They simply print and add them to your file. They will be reviewed later by the VO when your file gets reviewed. The VO might request them later which will delay your overall processing time.

I would strongly recommend to share the supporting docs too.

This is a generic statement sent to all applicants. In some cases (like Federal Skilled Workers), it may be relevant to your application if you change jobs. It is not relevant to CEC.

The OP has an open work permit, and the change of jobs, different NOC is authorized by the BOWP. It's OK to send a note about the change of employers (although I would not), but there is no need to send supporting documents because it simply isn't relevant to a CEC application.

If you read the document checlist (near top of first page), you'll see what they want updates for: Change of family status, change in education qualifications (not really relevant either, looks like a leftover from an earlier set of rules), and change of mailing address/contact information.
