I am doctor in india. I have one year work experience. Family physician noc is 3112, but can i apply in noc 40010 (Government managers- health and social policy development) And by using this noc am i eligible for PNP?

If your only work experience is as a family physician, then no - you cannot do that. You don't have work experience under 40010.
