confused about full time study

Full-time” is defined in R78(1) as requiring at least 15 hours of instruction per week during the academic year, including any period of training in the workplace that forms part of the course of instruction.

What does it mean...can anyone please explain it details???

It means that CIC considers a minimum of 15 hours a week of classes, study, work experience to be considered as full time study. Any study that is less than 15 hours a week would be part time study.

Does that need to be only in one academic year??? or throughout the graduation period (for e.g. 15 hrs per week in all 4 years of Bachelors program?)

It's needed throughout the program and can't be just for a portion of your degree.
