Confused about eligibility under NOC level B!!

I have applied under PGW stream with 1+ years experience as a Telecommunications Sales Representative (NOC 6221-skill level B). But it was really a call center where my company provides sales and service for AT&T in USA. When I started the job I wasn’t aware that this job might/might not qualify as a job under NOC level B but when I realized, I have already worked there for 8 months and decided to take a chance. So, I’m asking for all of your insight and expertise to this and by all means provide your valuable opinion/suggestions.

For the proof of employment I have submitted an employment letter from my supervisor, his visiting card, T4 form and the tax assessment. However, the employment letter mentions my job title as “Customer care/Sales Consultant”. Also, the job description matches quite closely to the one on HRDC website but not exact. My main concern is how my employer mentioned a different title than what I have written on my application. So . I have attached a print out of the job advertisement of my job along with my application which clearly says, “Telecommunications Sales Representative” on jobbank.gc.ca along with the correct NOC 6221.

Here is the job description given by my employer:

General Description:

- Provide world class customer care to clients
- Answer inbound customer inquiries regarding billing issues, products, services, etc
- Address and resolve all customer issues and needs on the initial call; escalate unresolved initial calls immediately to next level support, assuring total customer satisfaction
- The upsell/cross sell portion of the call is addressed upon completion of the customer care portion. As appropriate on each call, all consultants will be required to transition each call into sales. In the process, ask discovery questions to identify specific customer needs and recommend and promote products and services including High Speed Internet.

Specific Job Responsibilities:

- Act with highest degree of professionalism and maintain the voice of the high profile client
- Participate in maintaining a quality system process as prescribed in an ISO 9000 Registered company
- Resolve customer inquiries and requests concerning billing issues, address changes, service interruption, and telecommunications equipment and services
- Meet and exceed minimum requirements of telemarketing process and data entry on a daily basis; approximately 50 calls answered per day
- Participate in the creation and attainment of all sales goals
- Identify customer needs and issues, then recommend appropriate product or solution
- Hunt for new/potential clients and track and manage sales
- Promote our product lines and services to customers by providing information about the benefits and uses of company products and services
- Estimate the costs of installing and maintaining equipment or services
- Provide after sell service including questions or concerns about the product/service sold
- Communicate any unresolved customer issues as well as program process enhancement suggestions to team manager in a timely manner
- Attend and participate in all client training as required.

What are my chances to be eligible under NOC 6221??

The difference in job titles may raise the curiosity of the VO, but the real issue is your NOC. The main difference between NOC 6221 ("skilled") and NOC 6421 or NOC 1453 ("unskilled") is wholesale vs. retail. To whom are you selling, providing service? The client will make the difference - are you selling to the general public, or to other companies?

The job description looks like "call centre" to me, but if it is ambiguous to the VO, chances are good that you'll be asked to supply additional information.

The fact that your employer advertised it as 6221 won't help too much - You were on a PGWP so the NOC was not verified by HRSDC through an LMO. And enough people try to "upgrade" their NOC's this way where the VOs will be looking out for it. You could get lucky, but I would suggest looking for alternatives...

They will check the job duties / responsibilities listed in the Letter of Employment ... If something is not clear, they will ask for more info..

yes it is a call center and we sold products/services to public NOT business. So, what is the difference between wholesale and retail? and how does that apply to the NOCs?

If you look at my emplyment letter it matches many points along with the NOC 6221. I actually requested my supervisor to write some of the duties exactly as of NOC 6221. But, I guess it's complete luck now!

That IS the difference between wholesale and retail - retail sales are sales to the general public. Wholesale is sales to other businesses... Unfortunately, HRSDC/CIC think wholesale = skilled, and retail = unskilled.

READ the NOC description for 6221 - it has WHOLESALE in the title. So no "retail" sales can fall under this NOC.

They are employed by establishments that produce or provide technical goods and services, such as pharmaceutical companies, industrial equipment manufacturing companies, computer services firms, engineering firms and hydroelectric companies, or may be self-employed technical sales specialists/agents who contract their services to other companies. Technical sales specialists who are supervisors are included in this unit group.



6421 or 6453 are probably closer to your job, but perhaps you'll get lucky... But since you know you might not, perhaps you can start looking into other options now...

I see the difference now and that means my job was not skilled as we sold products to public not business. How do the VO assess depending on the employment letter that by "client/customer" the employer means "public" or "business"? I guess I'm hoping I get lucky! However, in general what I'm asking is how can they determine if my job is skilled without verifying it with the employer itself because the employment letter could be misleading. For example my employment letter has all the points that is talked about in NOC 6221 but there is no mention of who our customers are.

Well, for starters, there's nothing stopping CIC from verifying it with your employer - They don't do this for everyone, but can do it if the need is determined.

Second, the worked "telemarketing" is kind of a give-away.

Third, they will have the name of the company you work for - a quick google search will tell the IO what the company does...

As I said - you might want to start looking into other options -note that if you get promoted to a supervisory position, it becomes "skilled" - or could look around for another skilled position, or ... look into the PNP program for your Province...

Did you get approved for PR using the same employment with noc 6221?
He found another (skilled) job with a supportive employer who applied for the LMIA - with arranged employment, was approved and landed in 2012. Keep in mind this was all before EE - different rules, different procedures.

Most likely, yes, but you have to verify that your job duties and responsibilities correspond to those of the NOC.
