I don't think any of can tel you for certain if the job offer is genuine or not. However if you had to pay money to get it - then there's a very good chance it is fake.

Ask the employer what are the next steps required from you side. get copies of all relevant docs to verify with the Ministry of Labor, Ontario. If you are overseas, verify it with the commercial department of Canadian Consulate. With so much frauds around, its better to be little cautious and avoid burning your hands.
