Conditions for a PR apply to University of Toronto

Dear All,

I majored Urban Planning and graduated from an architecture university outside Canada. Now I am a PR, so when I apply to a university in Canada as an International Applicant or a Canadian Applicant?

I want to ask you information about "The details of applying to University of Toronto - undergraduate program for Civil Engineering program as a PR".

I gained 6.5 in IELTS.

What should I do now to prepare for this study (including diplomas in my country, recommendation letter from my teachers in old university, tuition fees, etc...)

As a PR and assuming you have a current PR card you would in my view be a domestic student.
