And it's not only through official methods that CIC could find out. Piss off a relative, friend, co-worker, neighbor etc. who knows of your situation and they can just write a poison pen letter to CIC.

To basically sum it up in terms of Safest PR options:

1. My wife lands (2014) here and stays here to find a job, and breaks the contract overseas.
2. I go to Shanghai with my wife when she lands (2014) and leaves Canada.
3. She lands (2014), and flies while I stay, and she comes back in 2015.

I think that sums up all my options? And from the top to the bottom, is the safest options for the PR?

1 and 2 are equal. As long as you are living together, they won't question you.

Yes you need to live together whether in Canada or outside of Canada.

Where as, for Option 2, I would need to sign a lease with her overseas, and have it translated, and possibly open a joint-bank account etc.

If you were ever investigated, you'd also need the same proof for your home in Canada, as well as Canadian joint-bank acct etc.

But if you are living together they will 99.9% not bother with you. It's only if they're made aware you have not been living together, that you may have problems.

And I think #3 is substantially more risky. It's likely in violation of the conditional PR rules, and the OP would be relying on not getting investigated (which might well be the case, but if it does happen, the potential consequences are fairly big).
