In the offer letter if it is mentioned ' Conditions for acceptance- NA' can IELTS be skipped????

Hi HBK, I have got the offer letter for May 2013. [ Unconditional acceptance in offer letter for PhD] Got funding of $20000/yr. when should I apply for VISA, I have booked for Ielts on FEB 2. possibly I get my scores on 15 Feb. is it ok If I apply on Feb 15

thanks HBK, What band i should maintain in ielts for visa? normally what is prep time for ielts? I have started to take practice test from the internet.
