Condition for provincial nomination program for Canada immigration

Hi
I want to ask that it is compulsory condition for PNP program that somebody which live in that province as a permanent citizen must nominate you for PNP immigration? ?
Or you can apply yourself for PNP program under CIC ?

I think it depends on the individual PNP scheme. Some are employer driven. Some are sponsor driven.
You will need to go to the individual province web sites and check there.
