Can someone explain to me what Condition 51 is that got applied in April?
Condition 51 has been repealed. This rule is no longer in place.

Does that mean the rule that is you as the applicant need to live with your sponsor in Canada for 2 years out of 5? And if so, was there a new rule implemented? Or what happens exactly now?

Okay so with the rule not in place anymore what stops people from getting PR and never living with their sponsor?
They can still be reported to IRCC even without condition 51. If a Canadian sponsors someone and then that person never lives with them after coming to Canada, that's a marriage of convenience and they can be reported to IRCC. IRCC will then investigate and if there's enough evidence, the applicant can lose their PR status and be forced to leave Canada.

But isn't that only if the sponsor reports the applicant? Or is there a way for IRCC to figure it out on their own? I guess I am more confused on why they would take this away lol.

They took it away because they felt sponsors could abuse their spouses by threatening to deport them if they didn't do whatever they wanted. Honestly it's a stupid move to remove it. If the spouses were abused, they could just report to immigration and they would be allowed to stay. If the spouses were in a legitimate relationship, living together for 2 years is a more than reasonable requirement, and the condition 51 would do absolutely nothing.

Even if the sponsor wasn't really abusing, and was just hinting at possible deportation, there's no reason for the spouse to continue to live in that kind of relationship, and just simply divorce and return to their home country. If I ever threatened to deport my wife if she didn't do what I wanted, she would've just simply said, "OK fine", and buy a one way ticket back home the next day.
