Compulsory to work for an year after Graduate Certificate program before applying for PR under EE ?

I was told by an immigration consultant that I've to work in Canada for a year after completing my Graduate Certificate course before applying for PR in EE. Is it true?

I have 3 years of work experience in my home country. I'll have 480 points after completing my course. Someone, please help.

No you don't have to work in Canada. You can apply under FSW as long as you meet the eligibility requirements.
