I have 2 passports. one has a student visa, which I did not use and did not go to school, and the other has a tourist visa. Can I cross the border with a tourist visa and enroll in a new school with my student visa? thanks
 
Your study permit is tied to the school you were supposed to attend. If you didn’t attend, the school is required to notify IRCC and cancel your study permit. Did you even attend the school? If not, you need a new study permit. If you enter Canada and apply for a study permit, it is processed outside of Canada unless you meet certain conditions.

My student visa is still valid. I checked the system. Is there any other way than applying for a new visa?

You can't use your current study permit to enroll in a new school. You need to obtain a new study permit.

You should have stated the date your SP was approved and the intake you applied for, and whether you deferred your admission. This will give a little insight into getting more detailed advice.

If admission is deferred then you can consider enrolling in the former school and ask to withdraw later, once they approve you can move to your preferred school notifying IRCC of the move so you don't have issues post graduation and in your application for PGWP. For instance, my SP came late in 2018 so I had to defer to 2019 and still enrolled in the same school but changed course on arrival in the school.

That was a long time ago. Rules have changed since early 2021.

Previous posters have advised on current policy: unless you have attended your approved DLI for a while, you cannot use the same SP to attend another school.

This is wrong. Rules have changed. This is no longer possible.
