If you didn’t attend, the school is required to notify IRCC and cancel your study permit. Did you even attend the school? If not, you need a new study permit. If you enter Canada and apply for a study permit, it is processed outside of Canada unless you meet certain conditions.

Rules have changed since early 2021.If admission is deferred then you can consider enrolling in the former school and ask to withdraw later, once they approve you can move to your preferred school notifying IRCC of the move so you don't have issues post graduation and in your application for PGWP. For instance, my SP came late in 2018 so I had to defer to 2019 and still enrolled in the same school but changed course on arrival in the school.

You should have stated the date your SP was approved and the intake you applied for, and whether you deferred your admission. This will give a little insight into getting more detailed advice.
