I am trying to immigrate to Canada via a work permit to be with my girlfriend. She is everything to me and we will eventually be married when her divorce is final.
I recently received a job offer from a company that has decided not to go through with the LMIA process on my behalf. What are my options in this situation?

Also, what are my best options to immigrate to Canada if that company is not a possibility?

It would be easier to advise you if you provided us with your country of origin and age.

If you are either married or common law with your girlfriend, then she can sponsor you for PR. To be considered common law, you must live together continuously for at least one full year (and be able to prove it).

I am 39, US citizen, live in Oregon. I am not married, and we have not lived together on a consistent basis yet.
I didn't want to risk moving to Canada without a work permit first.
 
In that case your only options for obtaining a work permit before you move to Canada are either to obtain a full time job offer + approved LMIA or to obtain a full time job offer in an occupation that qualifies under NAFTA.
