Common law gap?

Hi everybody!! I found this information in the website of the government about marital status (spouse or common law). In the description of common law, they say textually:

Common law: They have been living with you in a conjugal relationship for at least 12 continuous months.
Note: In this definition, 12 continuous months includes any period you were separated for less than 90 days because of a breakdown in the relationship.

Is this true? why we are so worried about gap in our cohabitation??
Is the way to evaluate a common law for an immigration process different than for a tax return? Here is the link. Comments please!

IRCC's definition may well be different from CRA. IRCC may believe that a relationship breakdown that lasts 25% of the period of common law qualification may mean the relationship between the two is not genuine.
