Yes... agreed.. but because her mum is Canadian she may be entitled to citizenship, so she needs to go to the consulate to get that sorted out.

My point is, if her mum is now a US citizen and is no longer a Canadian citizen that may be impossible...

True, but if she not a citizen yet... She will need to go though some sort of procedure to prove she is entitled to it and to get it... probably go to the consulate fill in a lot of forms and hand in her birth certificate and her mum's citizenship proof... guessing here.
