Whilst I understand your intentions I wonder if this might not be self-defeating. If you don't get the WHV but try to visit Canada the immigration officer may not be satisfied you aren't there to find work or might believe you will overstay your visa. So you really would have to prove you are just coming to visit a friend and won't overstay your visa. If you don't have a job or ties to your country that might be a bit tougher to prove.
