College Admission for spouse requires PR. How to proceed?

Hello,

I'm currently residing in USA on H1B visa. My wife is also staying with me here on H4 visa.
She would like to pursue a medical field related course at the University of Waterloo. College website mentions that "Canadian citizenship, permanent resident status or convention refugee status must be established prior to participating in either bridging program." As PR is mandatory for her to be eligible for admission, the question is how to proceed for PR? Can I apply and nominate her as spouse/family (OR) can you apply individually for PR? which would be faster and appropriate in this case?

If you have Canadian PR, you can only sponsor her to be a PR if you live in Canada. It takes about a year.

If you are a citizen of Canada, you can sponsor your wife to be a PR. That requires evidence of an intention to return to Canada and a year's time.

You cannot reasonably sponsor her to be a Canadian PR if you are not residing, or do not plan to reside, in Canada, whether or not you are a citizen. PR status isn't intended to be used to shop for university admission.

I don't have a Canadian PR.
Can she individually apply for PR? Is she not eligible to apply for PR? We intend to move to Canada if she could secure admission and have a career there.

If she qualifies on her own for economic immigration, sure. Take a look at Federal Skilled Worker or Express Entry.

It is a bridging program so it makes no sense to not admit people who aren’t living and planning on remaining in Canada. Canada subsidizes these retraining programs so it has to benefit Canada in the end. Would anticipate that it is also quite competitive to get a spot in the program.

^ This is the correct answer. That’s the reason why any sort of Canadian permanent status is unconditionally required, because bridging programs are designed for integration into the Canadian workplace.
