For someone with Canadian PR, but no fixed job, I wish to sponsor my husband to immigrate to Canada.

I have a question regarding co-sponsorship.
Can my brother, also having the PR and a fixed job, be the financial sponsor for my husband?
If yes, what shall be the minimum net income?

Do the same rules apply to Quebec, as well as other provinces?

No - your brother cannot be a co-sponsor. There is no minimum income for you to sponsor your husband. However you cannot be on welfare/social assistance.
 
Right. You can not have a co-sponsor to sponsor your spouse and you don't need one. There is no specific income requirement. If your spouse is the breadwinner, just say that. You just need to show that you and your spouse will be able to survive in Canada without going on welfare.
