Closed WP with expired PNP certificate

I am going to submit BCPNP closed work permit application.
Is it ok to submit expired PNP certificate if my EE AOR date was before the PNP certificate expiration date?
How long is the processing time?

Yes if your application is in process and certificate expired attach AOR and expired certificate and nomination certificate too . Make sure you attach your pr application AOR for sure .
