I've been working in Canada for 9 months under Closed Work permit and I wonder if it is possible to change it to Open Work permit?

No. Not unless there's something you're not telling us about your profile. For example, if you have a spouse who is in Canada as an international student - you may qualify for an open work permit.

If you are just a foreign worker here on your own on a closed work permit - no, you don't qualify to apply for an open work permit. If you want to work for a different employer, that new employer needs to obtain an approved LMIA and then you need to obtain a new closed work permit.

It depends on the skill level of your work permit. If your work permit is for a level A, B or 0 NOC - then your spouse can apply for an OWP (no guarantee of approval of course).
