Clergy Permit - Spouse Open Work Permit

How is it possible for the spouse of a clergy permit holder 186(l) able to obtain an open work permit? Should the spouse not be limited to a visitor record for the same amount of time as the clergy permit holder?

Also why would the spouse's open work permit have restrictions on working in Childcare position, School teacher, or Healthcare field? Is this the norm?

Can't answer your first question.

For the second question - yes - this is how it works and is normal. All open work permits are like this unless the OWP holder obtains a medical and applies to have that restriction lifted off the work permit.

Is it unusual for spouse to be issued an open work permit? I was under the impression that since Clergy permit is not a work permit, the spouse can only get a visitor record.
