Clarification of Processing Time

Can someone please clarify processing time.. does this mean how long it will take to have a decision made and visa in hand?

Processing time is the time 80% of the applications take from the moment CIC receives it to the moment a decision has been made. That means 1 out of 5 applications WILL TAKE LONGER.

To this you have to add mailing time.
