Clarification for "Dependent Children" on IMM 0008

After reading Key Definitions in the Complete Guide, it is still unclear to me whether my young children (both under four), who are Canadian citizens, are to be included as dependents on the IMM 0008 form.

Can someone please clarify this for me?
