Hi

Quick question and I would highly appreciate your feedback. I am filling up my Express Entry application form and wondering if I could claim for Sibling points while my brother is awaiting for his PR card. He is already in Canada on tourist visa and has COPR and now waiting for PR Card

You can claim 15 points once he gets his PR card.
 
Thanks @mr.preetsingh . Just wanted to confirm as in another threads I have been reading on this site, it was mentioned one could claim point as long as sibling is in Canada and completed the porting/landing process.

You can try your luck. Nobody is stopping you from doing that. As per my knowledge, following documents are required for sibling:

1. Sibling PR card
2. Sibling utility bills
3. Sibling Passport
4. Sibling Birth Certificate/Marriage Certificate (to match parents name with applicant)

You should be able to show his signed COPR and a letter of explanation that he has not yet recieved his PR card.
