He has a few properties in his name, in his previous TRV he showed how much money he has in the bank. I understand a spouse and children would be his best family ties but he is simply not married…he is a glazier and runs a business for this work.
IRCC views single as not having ties and being mobile so no incentive to return home. He needs solid ties other than family to return home. The biggest hurdle is being from Iraq, because of the high number of people that come to Canada on TRV and claim asylum.

I understand. It seems finding a way to bring him here will be rather difficult, and rightfully so.
How can one show strong ties if he has a weak passport and no family ties? He has travelled to a few countries but only the ones that he can go to obviousl, considering he is an Iraqi citizen.

What is his education and work history?
 
Has he secured a job offer in Canada and has his employer obtained an approved LMIA? If so, then he can apply for a work permit. Otherwise that's not possible.

We haven’t begun a job search to be completely honest. We’re torn between trying for a TRV although the rejection rate is high. Or working towards a work permit. I dont believe a work visa would be in his favor, considering he does not have strong english skills.

He would need ECA and IELTS. If he fears persecution and fears for his life since he is claiming asylum then he should leave Iraq and register with UNHCR as a refugee. Then you can sponsor him privately through Group of 5. It takes years.

Im starting to think this may be the best option as well.

So it doesn’t sound like he has the specialized skills that Canada is really looking for. Private sponsorship is tough since both your group of 5 will need to get selected and he will also need to wait years to get processed. The demand for spots is very competitive. Would suggest he learn some IT skills, become a nurse, etc. Those are all skills that are sought after for both economic immigration and for employment in Canada.

Im starting to think this may be the best option as well.
This is actually not the best option because it takes years and your group has to be selected and go through the review process. He has to be in a third country for many years without any family.

Ahhh. At this point im not sure what to do to be honest. He was actually going to flee to a different country, but then the pandemic hit and ruined his plans.
Do you have any advice? I suppose consulting with a lawyer wouldnt make a difference at this point because the conclusion will not change

Try for a US visa.
