Civil Engineering - Universities offering MS/M.Eng Degree

Hi ppl,

I've 5yrs of experience in the field of Construction as Planning Engineer.
B.tech - Civil Engineering - 69%
PG - Construction Management - 7GPA
10th - 85.4%
+2 - 80.6%
IELTS General - 7
Tried my luck with crs; which ended up at 348. No hopes on PR as far as the draws that are being announced in the recent past.
So, I'm planning to pursue MS/M.Eng in Civil Engineering.

Following are the few of the queries which I want someone to answer;

1. Please suggest the Universities that suits best to aforementioned.
2. What are the mere chances of finding a Funding agency/Graduate Scholarships?
3. Can someone share SOPs
4. "identify at least one professor who is willing and available to act as thesis supervisor" - Somehow, this is common to all universities websites and all of the students have to find out that one professor prior to starting their Higher studies. How to approach the professors? Suggestions are welcome.
