Citizenship test fail also Interview with a judge is fail.need to reapply

my wife
applied citizenship in 2009 then she got test on sep 2010
after test she got letter to Interview with a citizenship judge after that she got letter you have to reapply !
but now she want to reapply citizenship but she had done level 3 CLB
recently Dec 2012 she delivered 3 Babies ( Triplets ) also we have three year old baby
is this possible to apply citizenship with CLB level 4
or should we get any letter from Dr. she can't concentrate study
plz help me about it

1. No, she has to have CLB in 4 in Listening and Speaking.
2. A Doctor's letter won't carry any weight.
