Hello all,
Hoping to clear up some confusion regarding the future birth of my child. I am a naturalized Canadian citizen from a long time ago, my wife is Russian and waiting for her PR visa from my Sponsorship application. Due to the wait times, it is likely she may be giving birth to our child in Russia. I want to follow all the proper steps to the letter of getting her and our child out of Russia and into Canada as fast as possible. Is it possible for any member to please post some kind of simple step break-down of what to do to get all the necessary paperwork?

On the child abroad general passport application form, section 4 asks for Proof of Citizenship - does this require me getting a Certificate of Citizenship first for my child? Or can I supply the details of my own citizenship card in this section?

Is there an expedited process of some sort, where my child can get an urgent permission of travel document in order to come to Canada?

In general, just looking for some help as a concerned future parent as to what I should do as the more I look at the official forms and procedures the more questions I have. Thanks.
 
In simple terms:

-Strongly recommend getting in touch with the consular section of the embassy in Moscow to clarify.

-In the immediate focus on getting the documentation you will need for that - which apart from your own documents, means also 'the usual' birth and identity documents for the child (birth certificate, parentage if needed, foreign travel passport recommended, etc. If in Moscow, this is not that complicated, admin procedures pretty well established).

-You will need to apply for citizenship certificate for child. Keep copies of everything.

-As I understand the typical process: you apply for a 'temporary' passport (may or may not be called this). For the proof, you include copies of the citizenship certificate application; that should serve as proof that the child is presumed to be a citizen (I call this presumptive citizenship but not an official term). This passport will have a limited validity of a year or two (infant passports usually short validity anyway). You may need to speak with and make clear to the embassy consular officers that the passport is needed 'urgently' to move to Canada with the child. (Your spouse's application for PR will likely serve for this purpose). [Side note that 'urgent' here not necessarily in the sense of immediate, but that you cannot wait for the citizenship certificate process to be completed, as that might be more than a year.]

But I have never heard of a specific case of this latter process being used - and I assume that this is only done in true emergency cases. Since you'd need the Russian foreign travel passport anyway, I kind of doubt would apply to your case.
