No one said that refugees jump the citizenship applicants queue since they are two completely different queues. The worry is that resources within IRCC are stretched and a lot of admin tasks are shared among the same staff; hence slowing down the citizenship applications processing.
 
Remember guys. average time means half of the people take less than 12 months. half take more.

As far B-C24ers are concerned, IRCC website does not make the distinction between routine and non-routine, few non-routine applicants can skew the average disproportionately.

Example:
4 routines: 1 month each(Median)
1 non-routine: 21 months

Average: 5 months(5 times the median)
 
when you say before C-24, can you tell me upto which month would that be?
Apr 1, 2015.

This Forum's own tracker states that the average processing time as 154 days with 237 data points.
Only explanation that I can come up is the skewing by non-routines..
 
Another piece of good news! The concerned minister said that he does not think implementation of 3/5 bit will be beyond the fall,He thinks 3/5 bit will be implemented in 1-2 months; So, the best case scenario is End Oct '17, worst case scenario End Nov '17!

Looks like we'll make it just in time. I technically can sign and send my application today, as I completed 1460 days yesterday. Everything is ready to go, but I will give another week or two as a buffer just to be safe. I have tracked all travel, but a little extra time won't hurt, as long as 3/5 doesn't go into effect on October 10 ;)

do you really think a few days before/after that C-6 date would make any difference?

This assumption is correct if you think Minister Hussen has the 3/5 rule high on his priorities and is following its progress closely. The truth of the matter is that is NOT the case. The implementation of 3/5 is an administrative procedure, that does not concern the minister at all. He is put in the spotlight by individuals who ask him such specific questions, and gives an answer that is more of an 'educated guess' than anything else. I would not be surprised if the rule takes longer than 2 months to be implemented; or even if it is implemented next week. One thing the IRCC and government in general learnt, is that any new system/procedure should never be rushed, otherwise the consequences can be catastrophic.

There are reasons I broadcasted this news piece:
  • Another forum member heard the minister wrong and posted a message to forget 3/5 this year, which was obviously wrong!
  • The minister is the most credible person in the town
  • Those Bill C24ers, who wish apply before 3/5, can be alerted
I am sure you will agree that nerves a bit strained in this forum, and a calming message would help...
