Citizenship Language Requirement

Hello,

About the language requirement, if I have an Bachelor Degree from a University abroad, but is a recognized institution by Canada and I have also gotten the equivelancy through WES (World Education Services), is this enough to prove that I do not need to take the IELTS exam?

In the transcript from WES no mention of courses taken in English, but some English courses in University are mandatory for all students.
