Hello, all.
I passed the Citizenship test in February and I'm only pending to take the Oath so that I can receive my Citizenship card and request my Canadian passport. My PR Card will expire by the end of September and I intend to travel to Mexico in December.
Q: Do I need to renew my PR to travel abroad? Are there any considerations (such as extending the validity of the PR card) due to the backlog that CIC is experiencing due to the COVID-19 pandemic?
Any insight will be appreciated.

Others can comment as well but in order to board a plane back to Canada you need either a valid PR card or a PRTD. Other than that with an expired card you would need to come back via the US land border assuming you have a US visa although with current COVID restrictions assuming still in place by December that might be challenging even though once you get to the Canada border as a PR you would be entitled to enter.

So given the extended processing times for a PR card and the vague completion times for citizenship probably advisable to plan renew your card now as not aware of any special arrangements and would not rely on expedited processing for a PRTD outside of the country .Although current PR card renewal processing time does not look great for December travel would hope they recover the processing time

Ultimately will be your decision given the citizenship backlog could ease in next few months maybe or maybe not but by applying at least giving self an option. Next challenge of course might well be if any passport application backlog but one thing at a time
