So the requirement for Citizenship is that you have to be in Canada 3 years out of the 5 previous years.

If lets say that you don't stay 3 years after you first land in Canada( you stay 2 years to fulfill PR obligations), you renew your PR card, and continue to stay for one more year, that would make it total 3 years in the last 5 years but the PR card would be a renewed one, not the one that was received after landing. Does that make any difference to the citizenship eligibility?

No, I don't believe it makes a difference. If the person was in Canada for 3/5 previous years (1096 days) immediately before applying, then they are eligible.

A PR card is just a travel document. In theory you don't ever have to possess one. It's physical presence that's required for a successful citizenship application

You are complicating the requirement, forget about pr cards, in the last five years did you stay in canada 3 years as a permanant residence, yes or no.

This is regarding my brother, and yes he would stay 3 years in the past 5 years, its just that when he qualifies for citizenship, it would be a total of 6 years from the date he landed.

In which case, the first year does not count- doesn't matter if they were in Canada or not. Only the preceding 5 years :)
