hi i and my wife are on student visa in canada. If we have a child in canda , will he become canda citizen according to new rules . please help us . thank you

No. The new citizenship bill doesn't remove citizenship by birth. However citizenship can be removed after the fact if convicted of terrorism, only if the convicted holds dual citizenship. A Canadian born holding another citizenship can lose the Canadian birth citizenship if convicted of terrorism.
 
A bit off topic but if you have a baby born in Canada make sure that child can get dual citizenship as a Canadian baby will not automatically allow you to live in Canada permanently. You may have to return to your country and take baby with you ...

It's something that has been discussed in the press, but as of today, there is no official information about whether CIC is actually considering amending the citizenship by birth policy or not.

Not sure why the baby need to be able to get dual citizenship. The baby as Canadian citizen can likely enter the parents' home country without issues. They can apply for home citizenship for baby in the home country if the parents are forced to leave Canada.

That depends on the parents' nationality. If they are Russian for example, then they would have to go through the paperwork to get a Russian visa for the baby, since Canadians cannot enter Russia without a visa.

If they are on a student visa, that means they are not visa-exempt to Canada, so most likely Canadians require a visa to their country.

I can understand the Russia and countries whereby Canada need visa to enter.

However your statement that they are non-visa exempt because they have student visa is wrong. Every foreign national regardless of visa or visa exempt must have a study visa in order to take courses in Canada.
 
Everyone needs a study permit, yes, but those who are not visa-exempt require a visa as well as the permit. That's why I said "visa", and not permit.
